Bulbs like this existed. In 1924 the major manufacturers formed a committee in Geneva, called it Phoebus, and agreed to cap the life of a lightbulb at one thousand hours. Engineers were fined when their bulbs lasted too long. It is the best documented case of a product being made worse on purpose, and it worked so well the whole economy took notes.

A thousand hours was not a limit of physics. It was a line in a meeting's minutes.
